Stephen Mahaffey has served as President and Civil Engineer at CEMS since 2007. He is responsible for leading the Civil Department and all civil projects which include numerous Federal, Municipal, Educational, Commercial, Industrial, and County projects. Projects include all areas of engineering from studies, master planning, design, and environmental permitting to construction management and closeout documents. With emphasis on Federal, State & Local Regulatory Permitting, Low Impact Development, Water & Sewer Distribution and Collection, Storm Water Treatment & Conveyance Technologies and Water Supply and Storage systems. Having been involved in over 20 different Indefinite Delivery Contracts and working with over 30 Municipalities and Government Agencies, Mr. Mahaffey has developed a tremendous background in Civil Design and Management working on well over 500+ projects.
Stephen has 20 years of professional engineering experience that includes the design of water and sanitary sewer distribution/collection systems, environmental permitting, storm water detention systems and erosion control, grading and pavement design.
Stephen holds a Bachelor of Science in Agricultural Engineering from Clemson University. He is professionally registered in South Carolina, North Carolina, Kentucky, Massachusetts, and Georgia. His professional associations include being a member of the American Society of Civil Engineers (ASCE) and Sustaining Member of Society of American Military Engineers (SAME).
