Retro-commissioning of Multiple Facilites

 CEMS provided architectural, mechanical, and electrical services for the Retro-commissioning of 50 buildings at Joint Base Charleston.  Retro-commissioning (RCx), or existing building commissioning, is a systematic investigation process for improving and optimizing a building’s operation and maintenance. It is typically an independent process that focuses on the building’s energy using equipment such as the HVAC and other mechanical equipment, lighting equipment, and related controls. Its primary focus is to optimize the building systems via tune-up activities, improved operation and maintenance (O&M), and diagnostic testing.

The RCx process involves a coordinated effort between CEMS, The Corp of Engineers, JBC Energy Managers, and JBC Engineering Staff. This RCx study was issued by the U.S. Army Corps of Engineers, Charleston in an effort to improve the energy performance of various buildings located at Joint Base Charleston. The RCx process included reviewing documents, conducting interviews and field investigations, monitoring and analyzing building systems, developing a findings list with supporting energy saving calculations, and assisting the client with selecting measures for implementation.

For each building, CEMS observed the building’s present operation and maintenance strategies and practices in an attempt to find cost effective improvements that can be implemented primarily by the maintenance staff and service contractors. In the course of the assessment, any energy efficient capital improvements that are thought to be effective were offered as recommendations and outlined in the RFP.  Retro-commissioning is intended to focus on operations rather than maintenance issues and primarily concentrated on operations that affect energy use and indoor environmental quality.
